Adelphi University bleachers must be inspected in order to ensure safety at university events.

Reason for Policy

To ensure that all Adelphi University bleachers and folding/telescopic seating are inspected in accordance with ICC 300-2007, Standard for Bleachers, Folding and Telescopic Seating and Grandstands as required in the NY State Bureau of Fire Prevention/Fire Code regulations.

Scope

This policy applies to all Adelphi University owned bleachers/telescopic seating including, but not limited to, Motamad, Ficke and Bonomo fields, the Performing Arts, and the Sports Centers.

Responsibilities

  • Facilities Management Department:
    1. Ensure inspections are completed on all Bleacher and Folding Seating two (2) times per year;
    2. Maintain copies of all inspection reports;
    3. Coordinate with the Safety Committee the bleacher inspection reports;
    4. Coordinate required inspections in order to verify that the structure is maintained in compliance with the provisions of ANSI/ICC-33-2007;
    5. Maintain inspection reports and forward copies to Athletics.

Training and Recordkeeping

Inspection reports will be kept on file within the Facilities Management. Copies of inspection reports are to be forwarded to the Coordinator of Athletic Facilities & Game Operations.

Definitions

Bleachers: Tiered seating supported on a dedicated structural system being two or more rows high.

Folding/Telescopic Seating: Tiered seating capable of being reduced in size and shape for moving or storing.

Procedures

Existing telescopic bleachers and outdoor grandstands are subject to compliance of the ANSI / ICC-300-2007

The ANSI/ICC-300-2007 refers to new and existing bleachers, grandstands, folding and telescopic seating.

  • New Bleachers: ANSI/ICC 300-2007, Chapter 1: All bleachers must meet this minimum requirement.
    • Inspections: Inspect two times per year.
  • Existing Bleachers: ANSI/ICC 300-2007, Chapter 5 requires:
    • General: Existing seating installed before IBC 2003 adoption must conform with ICC -300-2007 Chapter 5. All bleachers installed since the 2003 adoption must meet ICC 2007 new bleacher standards and all bleachers installed since 10-25-2007 must meet ICC 2007 new bleacher standards.
    • Inspections: Inspect two times per year
    • Alterations: Must comply with new bleachers.
    • Maintenance: Maintain structurally sound: All components and all systems to operate properly:
    • Guards: Required on all seating 55” or over and meet 4” gap standard on all areas 30” or above.
    • Open Gaps: Open gaps above 30” must be 4” or less on bleachers over 55” tall.
    • Fire Code: ICC / ANSI 300-2007-305.1, Spaces beneath or adjacent to seating structures shall comply with building and NFPA codes
      • ICC / ANSI 300-2007-309.1, Fire protection systems shall be provided.
      • ICC / ANSI 300-2007-502.4, All flammables, vehicles and combustibles in fire protected areas only.
