CARES Act Funding
On April 13, 2020 Adelphi University signed and returned to the U.S. Department of Education the Recipient’s Funding Certification and Agreement Emergency Financial Aid Grants to Students under the Coronavirus Aid, Relief, and Economic Security (CARES) Act Section 18004(a)(1) of the CARES Act.
The University used 50 percent of the funds it received under Section 18004(a)(1) of the CARES Act to provide emergency financial aid grants to students. The University received $2,623,483 from the Higher Education Emergency Relief Fund (HEERF) and has completed its distribution of these emergency grants to students.
There are approximately 4,860 students at the University who were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and therefore were eligible to apply for this emergency financial aid grant.
Students who wished to apply for the HEERF grant were able to do so by completing the Student Emergency Support Application that was available until July 24, 2020.
A committee consisting of representatives from campus offices including, but not limited to, financial aid, finance, faculty, advancement, and student affairs was created to review applications and calculate the amount of each grant.
The committee began reviewing requests for CARES emergency funding on May 15, 2020. Students selected to receive housing and food allocations were eligible to receive an additional 25% on top of the amount requested for housing and food to provide for an additional week of expenses.
The committee manually reviewed each application based on a first come, first serve basis, and grants were awarded based on the following criteria:
- Date of submission of the application
- Dollars requested for eligible expenses
- Confirmation of Title IV eligibility
- Confirmation that students were not enrolled exclusively online prior to the disruption
- Enrollment status
The committee, as a whole, reviewed and approved or disapproved each application, reviewed the amounts requested by students and awarded grants based on ranges that were established for eligible expenses.
As of October 23, 2020, $2,623,483 in HEERF grants have been distributed to 2,101 students from the University. All available funds for HEERF grants at the University have been distributed.
After the committee completed its review of all Student Emergency Support Applications, the University began the process of awarding the remaining HEERF Student funds as blanket grants to the University’s eligible Pell recipients and high-need graduate students who certified that they incurred eligible expenses related to the disruption of campus operations due to coronavirus.
After the distribution to eligible Pell recipients and high-need graduate students was complete, eligible resident students who were required to quarantine upon their arrival to campus for the Fall 2020 semester were given the opportunity to request some of the remaining funds to cover all, or a portion of, expenses they incurred as a result of quarantining, such as costs for changes in travel plans, or other such expenses related to the disruption of campus operations due to coronavirus.
After the distribution to eligible resident students who were required to quarantine upon their arrival to campus for the Fall 2020 semester was complete, another population of high need students were given the opportunity to request some of the remaining funds. This population included eligible Undergraduate students whose Total Family Income was less than $7,000 on the FAFSA (excluding Pell recipients) and eligible Graduate students whose Total Family Income on the FAFSA was greater than $0 and less than $7,000 and who were registered for six or more credits.
On May 5, 2020, Adelphi University received a grant from the U.S. Department of Education, under the Coronavirus Aid, Relief and Economic Security Act (CARES), Education Stabilization Fund, in the amount of $2,623,483 for institutional use. In addition, The University received $21,415 due to its designation of being a Minority Serving Institution. These formula grants were awarded to institutions to help them deal with the economic fall-out created by the pandemic. The funds were to be used by colleges and universities for unexpected expenses and losses they encountered as the direct result of COVID-19. Adelphi University experienced $2,787,570 in revenue losses from refunded housing to students during the Spring 2020 semester alone. Therefore, following the guidance of the U.S. Department of Education, Adelphi University used the CARES funding it received to cover some of these losses. The University used a small portion of these funds for dorm revenue losses incurred in the Spring 2021 semester. Please note, these institutional funds are separate from the student funds, which were used to compensate students for their COVID-19 related expenses.
